Automated External Defibrillator (AED)

All Colorado Early College (CEC) campuses will attempt to acquire an Automated External Defibrillator (AED) approved for sale by the Federal Food and Drug Administration (FDA).

If a CEC school acquires an AED, the school shall meet the training, maintenance, inspections, and physician-involvement requirements of C.R.S. 13-21-108.1.

Each CEC school will place the AED in a central location, visible to others without having to unlock doors, move furniture, or open cabinets. This location will ensure reasonable availability.

Maintenance of AEDs will fall on each individual school campus. The regular maintenance of the AED unit will follow the manufacturer’s recommendation.

Anyone is permitted to retrieve and/or use an AED in good faith to aid a person who appears unconscious, whose breathing is irregular or nonexistent, or whose pulse cannot be detected.

AED Use Procedures

The following procedures shall be followed when using an AED. A copy of these procedures should be kept with the AED.

Procedure During School Hours

  1. Assess the scene or environment around a victim to make sure it is safe prior to making attempts to assist. Rescuers are volunteers and are not expected to place themselves at risk in order to provide aid to others.
  2. Determine unresponsiveness and lack of breathing, if possible.
  3. Activate response protocol:
    1. Dial 911 from any school phone, or
    2. Dial 911 from any public or cellular phone.
    3. The CEC Head of School should be notified and alerted to the emergency and location of the unconscious person.
    4. Anyone can retrieve the AED and bring it to the scene, or the school’s Registered Nurse or campus monitor will assign someone to retrieve the AED and meet responding volunteers at the emergency scene.
    5. A staff member will wait at the school’s entrance to direct Emergency Medical Services (EMS) to the victim’s location.
  4. CPR-trained individuals will assess the emergency and, if necessary, begin CPR.
    1. Open airway.
    2. Check for breathing.
      1. If not breathing, or if breathing is ineffective, give two slow breaths. Observe universal precautions, using gloves and ventilation mask, if available.
      2. If breathing, place in the recovery position and monitor breathing closely.
    3. Check for signs of circulation, such as pulse, coughing, or movement.
    4. If there are no signs of circulation, apply AED immediately. If AED is not immediately available, begin chest compressions (CPR) and breathing until AED arrives.
      NOTE: If a rescuer is alone and the victim is a child under eight years old or under 25 kg (55 lbs.) and has no known cardiac condition, complete 5 cycles of infant/child CPR (approximately 2 minutes) prior to activating the emergency response system and getting the AED.
  5. Turn on AED.
  6. Apply electrode pads to victim’s bare chest according to the diagram on the back of the electrode pads.
    1. Shave or clip chest hair if it is so excessive that it prevents a good seal between electrode pads and skin.
    2. Wipe chest clean and dry if the victim’s chest is dirty or wet.
    3. Peel electrode pads, one at a time, from the backing or liner.
    4. Press electrode pads firmly to the skin.
      NOTE: If the victim is under eight years old or under 25 kg (55 lbs.), remove the pre-connected Adult Defibrillation Electrodes. Connect the Infant/Child Reduced Energy Defibrillation Electrodes to the AED and proceed with steps a, c, and d above. Do not delay therapy to determine the precise age or weight of the child. If in doubt, defibrillate with pre-connected defibrillation electrodes.
  7. Stand clear of the victim while the machine evaluates the victim’s heart rhythm.
  8. Refrain from using portable radios or cell phones within four feet of the victim while the AED is evaluating heart rhythm.

Shock-Advised Procedure

  1. Clear the area, making sure no one is touching the victim.
  2. Push the SHOCK button when prompted.
  3. Resume CPR after the shock is delivered, starting with compressions. Leave AED pads in place.
  4. Continue with CPR until the AED reanalyzes the heart rhythm. The AED will automatically evaluate the victim’s heart and prompt to give another shock, if needed.
  5. Continue the steps above until the victim responds or EMS arrives to take charge of the situation.

No-Shock-Advised Procedure

  1. Continue CPR until EMS arrives, while the AED is analyzing heart rhythm, or the victim responds.
  2. If the victim starts breathing, place him/her on their side and monitor breathing.
  3. Victim must be transported to the hospital.
  4. If the victim is not breathing normally, give rescue breaths according to training.
  5. Leave AED attached to victim until EMS arrives and they choose to disconnect device.
  6. Follow the directives of EMS from that point forward.

After-School Hours Procedure

  1. At CEC school-sponsored events.
    1. Determine unresponsiveness.
    2. Activate response protocol:
      1. Dial 911 from any school phone, or
      2. Dial 911 from any public or cellular phone.
      3. Send someone to inform school staff.
      4. If present, school staff will retrieve the AED.
    3. If a CPR- and/or AED-trained individual is available, CPR and AED procedures should be initiated until EMS arrives.
    4. Assigned administrative staff will wait at the facility entrance to direct EMS to the victim’s location.
    5. Follow the procedure outlined in the During School Hours section above, starting with 4a.

After Use Procedure

  1. Notify the Director of Safety and Security within 2 working days.
  2. Data downloads will be coordinated through each CEC school’s local fire district. This data can also be obtained by the victim’s physician.
  3. The volunteer responder will document the event using the school’s incident form and will forward a copy of the completed form to the School Nurse, or designee, by the next business day.
  4. The AED will be wiped clean according to instructions.
  5. Electrode pads must be replaced and reconnected to the device. Contents of attached resuscitation kit must be replaced if used. Costs of replacing AED components and data downloads are the school’s responsibility.
  6. Complete a battery test prior to placing the AED into service. Replace the battery, if necessary.
  7. Notify staff that the AED is back in service.
    NOTE: A Critical Event stress debriefing may be conducted by the School Crisis Recovery Team.
